Express legislative intent that part-time and temporary faculty receive pay and benefits equal to those of tenured and tenure-track faculty on a pro rata basis, to the extent funding is provided.

Advance the longstanding policy that at least 75 percent of credit instruction hours in community colleges be taught by full-time instructors.

Require each community college district to develop and adopt plans to increase the percentage of full-time tenured and tenure-track faculty, subject to collective bargaining with faculty representatives.

Establish processes for part-time and adjunct faculty to receive priority consideration for future teaching assignments and tenure-track positions after completing a probationary period, including seniority accumulation and prior notice of job openings.

Require determination of salary proration methods and implementation of all requirements to be subject to collective bargaining processes with exclusive faculty representatives at each institution.
