Randy Villarreal (California Department of Food and Agriculture) receives $7,547 for suggesting standardized state seed coding for cotton, saving $126,547 in the first year.

Shirley Pertle (Employment Development Department) receives $8,947 for automating the mailing process at the Work Opportunity Tax Credit center, saving $139,468 in the first year.

John Yessen and Eric Zimmerman (California Department of Corrections and Rehabilitation) share $11,433 for implementing a folding and inserting machine for mail processing, saving $164,433 in the first year.
