Extends the Joint Committee on the Master Plan for Higher Education until November 30, 2012 to continue its work reviewing California's higher education system on the 50th anniversary of the Master Plan.

Reaffirms the Master Plan's three essential tenets: universal access, affordability, and high quality for California's system of public higher education.

Calls for establishing statewide goals and outcomes-based accountability measures for higher education to address California's workforce needs and ensure completion of degrees by 2025.

Recommends strengthening articulation between K-12 education and higher education, including enhanced partnerships between high schools and community colleges for career-technical education and workforce development.

Emphasizes the need for adequate state funding aligned with statewide goals and establishes the nexus between public investment in higher education and public economic benefit.
