Urges Congress to pass the Uniting American Families Act (H.R. 1024/S. 424) or include it in comprehensive immigration reform legislation, and calls for President Obama to sign the bill

Seeks to amend the Immigration and Nationality Act to allow U.S. citizens and legal permanent residents to sponsor same-sex partners for immigration purposes

Defines "permanent partner" as individuals 18 years or older in a committed, intimate relationship with intent for lifelong commitment, financial interdependence, and no other marriages or partnerships

Notes that 19 other countries including Canada, Australia, and the United Kingdom already recognize same-sex partnerships for immigration purposes, positioning the U.S. behind other democracies on this issue

Directs the Assembly Chief Clerk to transmit copies of the resolution to the President, Vice President, Speaker of the House, and all California members of Congress
