Memorializes Congress and the President to enact legislation that would fully fund the federal Individuals with Disabilities Education Act (IDEA) at the authorized 40 percent of average per-pupil expenditure level.

Notes that the federal government has never paid its promised 40 percent share, with appropriations historically below 8 percent and currently at $11.5 billion (approximately 17 percent of authorized level) for IDEA Part B grants to states.

States that full funding at the 40 percent authorized level would total approximately $30.2 billion nationally and provide California special education programs over $3 billion annually.

Identifies that California's special education student population exceeded 677,000 students as of December 1, 2009, with numbers continuing to grow each year.

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to the President, Vice President, congressional leadership, and all California members of Congress.
