Urges Congress to fully fund Intensive Behavioral Interventions (IBI) services through TRICARE for all military families with children with autism.

Requests Congress designate IBI services as a medical necessity to extend coverage to children with autism of retired military personnel.

Asks Congress to ensure parental choice by fully funding all forms of IBI, including Applied Behavioral Analysis, DIR/Floortime, RDI, and other clinically effective intervention therapies.

Identifies that autism rates are higher among military families than civilians, and financial burdens of IBI services (up to $65,000+ annually) lead military personnel to leave service and jeopardize security clearances.

Directs the Assembly Chief Clerk to transmit the resolution to the President, Vice President, Secretary of Defense, Congress leadership, and California's congressional delegation.
