Establishes a Legislative Task Force on Chronic Kidney Disease consisting of seven members including two Assembly members, a family physician, nephrologist, National Kidney Foundation representative, registered nurse, renal social worker, and private renal care provider, appointed by the Speaker of the Assembly.

Directs the task force to develop educational plans for health care professionals on early screening, diagnosis, and treatment of chronic kidney disease (CKD) based on established clinical practice guidelines and to study factors contributing to rising CKD rates among minority groups.

Requires the task force to make recommendations for a cost-effective early screening and treatment plan for CKD across California's population.

Permits the task force to use existing state resources and solicit funding from public and private foundations and federal sources.

Mandates the task force issue a report to the State Department of Health Care Services by December 31, 2011, including disclosure of any funds received from companies selling kidney disease-related products.
