Allows the Tahoe Forest Health Care District and one additional health care district authorized by the Office of Statewide Health Planning and Development to use design-build procedures for hospital and health facility construction contracts, with board approval.

Enables design-build contract procedures as described in Public Contract Code Section 20133, shifting liability and risk for cost containment and project completion to the design-build entity.

Restricts design-build use to buildings associated with hospitals and health care facilities only, excluding other infrastructure such as streets, highways, bridges, and water resources facilities.

Requires all hospital building projects using design-build procedures to comply with the Alfred E. Alquist Hospital Facilities Seismic Safety Act of 1983 standards and requirements.

Sunsets the authorization on January 1, 2016, unless a later statute extends or deletes that date before the sunset occurs.
