Amends Public Resources Code Section 75129 to expand eligible recipients for Strategic Growth Council financial assistance to include special districts and joint powers agreement entities, in addition to cities, counties, and nonprofits

Requires the council to award revolving loans or grants (up to 25% of allocated moneys) for urban greening plans and projects that provide multiple benefits such as improved air and water quality, reduced energy consumption, increased water reliability, or climate change adaptability

Establishes minimum project requirements including use of natural systems or creation of community green spaces, with eligible projects encompassing tree canopy, urban forestry, parks, green roofs, stormwater management, urban streams, and nonmotorized trails

Directs the council to prioritize funding for projects that use interagency cooperation, leverage public lands and resources, or are proposed by economically disadvantaged communities

Requires urban greening plans funded through this provision to serve as master documents coordinating greening projects and be consistent with applicable general plans or regional plans
