Expands the definition of "elective office" and "elective state office" under the Political Reform Act of 1974 to include membership on the Board of Administration of the Public Employees' Retirement System and the Teachers' Retirement Board.

Subjects candidates for these retirement board positions and committees supporting or opposing them to the same campaign finance reporting requirements as other state candidates, including disclosure of contributions and independent expenditures.

Creates new preelection statement filing requirements for retirement board candidates, with filings due two days before the ballot period begins and two days before the ballot return deadline.

Requires retirement board candidates and their committees to file campaign statements with the Secretary of State and the relevant board's Sacramento office, rather than with county elections officials.

Authorizes the Fair Political Practices Commission to adopt regulations tailoring the reporting and disclosure requirements for retirement board candidates and committees consistent with the Political Reform Act's purposes.
