Prohibits summer session fees at University of California and California State University campuses from exceeding per-credit-unit fees charged during other academic terms, except for career enhancement or job retraining courses not taken for degree credit.

Redefines "special sessions" at California State University as self-supporting instructional programs limited to career enrichment and job retraining that do not include courses offered for credit towards bachelor's, master's, or doctoral degrees.

Requires University of California and California State University to submit annual reports to the Legislature by January 10 describing summer enrollment numbers and efforts to increase summer enrollment for each campus.

Establishes legislative intent for year-round campus operation to accommodate enrollment growth and maximize existing instructional facilities before building new classrooms and teaching laboratories.
