Extends the repeal date of Government Code Section 66499.7 from January 1, 2011 to January 1, 2016, maintaining procedures for local agencies to release performance security furnished by subdividers.

Requires local agencies to review subdivider completion notices within 45 days and provide lists of remaining work if the project is incomplete.

Allows partial release of performance security when remaining work costs do not exceed 20 percent of the original performance security amount, with the agency retaining security equal to 200 percent of estimated remaining work costs.

Establishes timelines for local agencies to notify subdividers of completion within 45 days and place remaining security release on legislative body agenda within 45 days for approval.

Makes reimbursement for any state-mandated local costs subject to Part 7 of Division 4 of Title 2 of the Government Code if determined by the Commission on State Mandates.
