Requires the Governor's budget submitted for fiscal year 2014-15 and each year thereafter to use performance-based budgeting methods that establish clear accountability through measurable performance results.

Mandates state agencies submit budgets identifying their missions, goals, performance metrics with targeted outcomes, prior-year performance data, and proposed statutory changes to improve results or reduce costs.

Establishes a legislative review process for all state programs at least once every 10 years, with programs representing one-third of expenditures reviewed by July 1, 2015 and two-thirds by January 1, 2018.

Creates a task force of the Director of Finance, Controller, and legislative budget committee leaders to develop performance-based budgeting guidelines, review training programs, and establish a phase-in plan with one-third of General Fund expenditures using these methods by fiscal year 2012-13.

Requires the Legislative Analyst's Office to review the adequacy of performance metrics in analyzing the Governor's budget proposal, and authorizes the Legislature to amend performance standards in the same manner as budget appropriations.
