Amends Section 25503.9 of the Business and Professions Code to allow rectifiers to give or sell beer to nonprofit organizations at prices other than those filed with the Department of Alcoholic Beverage Control.

Expands existing exemption to include rectifiers alongside winegrowers, beer manufacturers, distilled spirits manufacturers, and importers in donating or selling alcoholic beverages to qualifying nonprofit organizations.

Permits donations to three types of nonprofits: tax-exempt charitable corporations, nonprofit trade associations whose members are licensed under alcohol beverage laws, and other tax-exempt organizations for public service or fundraising events such as picnics, parades, fairs, and agricultural exhibitions.

Specifies that no state reimbursement is required to local agencies or school districts because the act only changes the definition of an existing crime rather than creating new costs.
