Adds Section 68667 to the Government Code requiring the California Supreme Court to develop rules and procedures for initiating habeas corpus proceedings in superior courts for death penalty cases

Supreme Court rules must establish timeframes and standards for ordering hearings, appointment and compensation of counsel, and appellate procedures for death penalty habeas corpus cases

Removes the prior amendment that would have eliminated the 34-attorney employment limit at the California Habeas Corpus Resource Center
