Creates the Volunteer Insured Physicians (VIP) Program administered by the Medical Board of California to provide medical malpractice insurance coverage to volunteer physicians providing uncompensated care at qualified health care entities such as community clinics, county health departments, and hospital districts

Requires volunteer physicians to hold an active California medical license in good standing with no disciplinary record, and limits their scope of practice under the program to primary care medical services

Transfers liability insurance responsibility (premiums, defense, and indemnity costs) from volunteer physicians to the state for claims arising from voluntary, uncompensated care provided under executed service contracts

Funds the program from the Contingent Fund of the Medical Board of California and requires annual reports to the Legislature detailing claims statistics, indemnity payments, defense costs, and administration expenses until January 1, 2015

Program remains operative until January 1, 2016, or until another viable funding source is identified and adopted, whichever occurs first
