CA SB1035

Establishes procedures for municipal utility districts to collect delinquent utility charges through the tax roll, similar to property tax collection, until January 1, 2016.

Allows districts to record certificates in the county recorder's office for delinquent charges, which create liens with the force and priority of judgment liens against the property owner.

Removes the exemption for water and sewer services to residential property from lien collection procedures (until January 1, 2016), while maintaining exemption for electrical services.

Requires districts placing water or sewer liens by December 31, 2014, to report to legislative committees by January 1, 2015, on the number, dollar amount, and effectiveness of those liens.

After January 1, 2016, reverts to a permanent provision allowing liens only for non-residential water and sewer services, and exempts water, sewer, and electrical services from these collection methods.
