Requires the Legislative Analyst's Office to submit a report to the Legislature by June 1, 2011, examining key findings related to electronic textbooks at California postsecondary institutions.

Directs the report to analyze the degree to which state and federal copyright protection laws may complicate implementation of electronic textbook requirements.

Requires the report to examine California's authority to regulate bundling of electronic textbooks in accordance with the federal Higher Education Opportunity Act of 2008.

The reporting requirement becomes inoperative on June 1, 2015, per Section 10231.5 of the Government Code.
