Removes 2 naturopathic doctors from the Osteopathic Medical Board of California, reducing licensee membership to 5 osteopathic physicians and surgeons.

Adds 2 additional public members to the Osteopathic Medical Board, with the Senate Committee on Rules and Speaker of the Assembly each appointing one member.

Restructures the Naturopathic Medicine Committee membership from 3-3-3 to 5 licensed naturopathic doctors, 2 licensed physicians and surgeons, and 2 public members appointed by the Governor.

Grants the Naturopathic Medicine Committee sole responsibility for implementing the Naturopathic Doctors Act with direct authority to appoint an executive officer and other employees.

Establishes protection of the public as the highest priority for the Naturopathic Medicine Committee in all licensing, regulatory, and disciplinary functions.
