Requires the Department of General Services, in collaboration with the Department of Resources Recycling and Recovery and Department of Toxic Substances Control, to identify methods state agencies must use to properly handle, recycle, and dispose of electronic waste.

Mandates state agencies include information about electronic waste management in their annual solid waste reduction reports, including types and quantities generated, compliance with hazardous waste laws, and efforts to reduce electronic waste.

Requires the Department of General Services to review electronic waste information submitted by state agencies and notify the Department of Toxic Substances Control if agencies are not managing electronic waste consistently with required methods or applicable laws.

Makes electronic waste management guidance and annual reports available on the Department of General Services' website and requires notification to the Department of Toxic Substances Control and Department of Resources Recycling and Recovery of report availability.

Defines "electronic waste" as discarded devices including computer monitors, televisions, cell phones, printers, and similar equipment that are classified as hazardous waste under state law.
