Establishes the Upland Game Bird Account within the Fish and Game Preservation Fund to separately account for revenues from upland game bird validations and stamps, with funds expended for habitat acquisition, projects, programs, and public hunting opportunities.

Establishes the Big Game Management Account within the Fish and Game Preservation Fund to separately account for revenues from antelope, elk, deer, wild pig, bear, and bighorn sheep tags, with funds expended for land acquisition, habitat projects, and public hunting opportunities.

Exempts projects funded from both accounts from the State Contract Act (Public Contract Code Part 2) and the Disabled Veteran Business Enterprise Program requirements.

Increases fees for antelope tags from $55 for residents and $350 for nonresidents, and elk tags from $165 for residents and $1,050 for nonresidents, with all revenues deposited into the Big Game Management Account.

Requires advisory committees including nonprofit organizations to review and comment on proposed projects, and mandates the department post budget information and project descriptions on its website for transparency.
