Authorizes funding from Bay Area toll bridge revenues for a major capital project on the San Francisco-Oakland Bay Bridge consisting of a bicycle-pedestrian-maintenance pathway linking to San Francisco, subject to inclusion in the adopted regional transportation plan.

Permits the pathway to include capacity for maintenance vehicles if it does not reduce the bridge's height above the shipping channel, and requires the Bay Area Toll Authority to find that the pathway does not fundamentally alter the bridge's profile before approval.

Allows the Metropolitan Transportation Commission to sponsor the project but prohibits the Bay Area Toll Authority from increasing tolls to fund it.

Requires project sponsors to seek funding from all other non-state sources, including federal matching funds, and report to the authority on any funds obtained.
