Requires the Department of Corrections and Rehabilitation to conduct periodic and random searches of employees and vendors entering secure prison perimeters for contraband, with searches at each institution at least once per month.

Mandates the department provide the Inspector General with minimum three working days notice before conducting random searches and submit quarterly written reports detailing search locations, dates, shifts, number of employees and vendors searched, and items discovered (cell phones, computers, tobacco, illegal substances).

Requires reports to include a section describing actions taken and disciplinary results following discovery of contraband possessed by employees or vendors.

Directs the Inspector General to oversee a minimum of 11 department searches per year, without authority to direct when searches occur, how they are conducted, or to require prior approval of searches.
