Amends Section 65007 of the Government Code to define "Tulare Lake basin" for purposes of the Planning and Zoning Law, which includes flood control provisions.

Defines Tulare Lake basin as the Tulare Lake Hydrologic Region as defined in the California Water Plan Update 2009 prepared by the Department of Water Resources.

Excludes the Tulare Lake basin and Kings River from the definition of "Sacramento-San Joaquin Valley" for flood control and land use planning purposes.

Establishes definitions for related terms including "adequate progress," "flood hazard zone," "developed area," "urban area," "nonurbanized area," and "urban level of flood protection."

Took effect August 18, 2010 after approval by the Governor.
