Increases the allowable distance between physical plants of children's hospitals covered by a single consolidated license from 15 miles to 35 miles, provided the children's hospital demonstrates it can comply with all licensure requirements and provide quality care with adequate supervision.

Eliminates previous specific authorizations for Children's Hospital Oakland to hold consolidated licenses with San Ramon Regional Medical Center and John Muir Medical Center, Concord Campus, replacing them with a general 35-mile distance provision for all children's hospitals.

Adjusts Medi-Cal disproportionate share hospital payments to children's hospitals with satellite units located 15-35 miles from their main campus, capping total additional payments at $5,000,000 annually and distributing payments on a pro rata basis if exceeded.

Makes the adjusted payment provisions operative until January 1, 2016, or expiration of a federal Section 1115 waiver relating to hospital financing, whichever occurs first.

Requires the Department of Public Health to specify locations of services and bed categories when issuing consolidated licenses and may require hospitals to file separate cost reports for each facility.
