Authorizes the 50th District Agricultural Association to enter into a joint powers agreement to create an agency that operates, maintains, and improves the association's facilities and functions with Secretary of Food and Agriculture consent.

Grants the joint powers agency authority to acquire, own, sell, or lease real property and pledge property or revenue for bond sales to construct and equip facilities.

Requires employees of the 50th District Agricultural Association to choose between continuing state employment (with joint powers agency contracting for their services) or becoming joint powers agency employees not subject to state civil service rules.

Allows the joint powers agency to elect membership in the California network of fairs on terms mutually agreed with the Department of Food and Agriculture.

Establishes that the State of California bears no liability for any debts, liabilities, or obligations of the joint powers agency, with the General Fund and Fair and Exposition Fund held harmless.
