Permits organizations to conduct remote caller bingo (bingo games conducted via audio/video technology linking multiple locations) up to 2 days per week, increased from 1 day per week.

Expands eligible organizations to conduct remote caller bingo to include those exempt from Corporation Tax Law under specified sections (23701a, 23701b, 23701d, 23701e, 23701f, 23701g, 23701k, 23701w, 23701l), mobilehome park associations, senior citizen organizations, and school district-affiliated charities.

Establishes California Gambling Control Commission authority to regulate remote caller bingo through licensure, equipment approval, and oversight; requires independent annual audits of vendors and organizations conducting games.

Limits prizes to 37 percent of gross receipts, caps overhead costs at 20 percent of gross sales, restricts participation to 750 players per location (except during declared emergencies), and requires all prizes be paid by check with applicable tax withholding.

Requires organizations conducting remote caller bingo to use tangible paper cards and daubers only (prohibits electronic devices except card-minding devices) and mandates games be called by licensed or supervised callers with live video feeds visible to all remote locations.
