Gas or electrical corporations must accept transfer of master-metered mobilehome park or manufactured housing community systems if they are within the corporation's service territory and meet specified criteria.

Corporations must assign a representative to oversee transfers and provide the Public Utilities Commission with copies of all notices, reports, and cost estimates generated during the transfer process.

Initial inspection fee increases from $150 to $200, and the Commission may monitor and facilitate transfers until completion or termination.

Commission must establish an expedited procedure for owner complaints regarding transfer law violations, with final determination required within one year of filing.

Commission may modify the expedited approval process to allow time extensions and establish priority queues when calendar years have extraordinarily high volumes of transfers.
