SB 110 Summary

• Establishes concurrent jurisdiction for local and state law enforcement to investigate elder and dependent adult abuse and crimes against victims with disabilities.

• Renames "elder death review teams" to "elder and dependent adult death review teams" and expands their authority to review deaths, abuse, and neglect of dependent adults.

• Requires peace officer training on elder and dependent adult abuse to include information about dependent adults with disabilities living independently and law enforcement jurisdiction under new provisions.

• Mandates appointment of a disability community representative to the advisory committee that develops sexual assault training for district attorneys, to be filled at the first vacancy on or after January 1, 2011.

• Updates adult protective services requirements to clarify investigative responsibilities and emergency response procedures for abuse of elders and dependent adults across multiple state agencies.
