Allows winegrowers, wine importers, and their agents to provide wine samples at instructional events held at retail premises in bottles in addition to barrel or tank samples.

Limits wine samples from bottles to no more than three one-ounce tastes per consumer at each instructional event, which do not constitute a thing of value.

Requires all unused wine bottles provided by the authorized person to be removed from the retailer's premises following the instructional event.

Permits winegrowers, wine importers, and agents to advertise instructional events at retail locations, including the retailer's name and address, wine names, and event details, but prohibits advertising retail prices or laudatory references to the retailer.

Specifies that no state reimbursement is required for any local agency or school district costs resulting from the creation or modification of crimes under this act.
