Allows special general or primary elections to fill vacancies in Congress, State Senate, or Assembly seats to be conducted wholly by mail if the board of supervisors authorizes and conditions are met.

Requires elections officials to mail voter notices 21-40 days before election day, including information about ballot distribution and replacement ballot procedures.

Establishes one ballot return location per 25,000 registered voters (or portion thereof), open election day 7:00 a.m. to 8:00 p.m., staffed by minimum two persons.

Requires elections officials to provide public notice by news release, newspaper publication, and website at least 14 days before election regarding ballot return locations, dates, times, and voter assistance information.

Specifies ballot mailing timeline: ballots to voters registered 29+ days before election completed by day 21 before election; ballots to voters registered 15+ days before election completed by day 10 before election.
