Requires health care service plans and health insurers to provide coverage for diagnosis and treatment of diabetes-related complications beginning January 1, 2011, defined as any conditions of a diabetic patient for which diabetes is a major risk factor.

Clarifies that policies do not need to provide an outpatient pharmacy benefit unless they already offer one, but must cover prescription medications for diabetes-related complications if prescription benefits are included.

Maintains existing requirements that copayments and deductibles for diabetes-related benefits cannot exceed those for similar benefits within the plan, and plans cannot reduce or eliminate coverage due to these mandates.

Applies to health care service plan contracts and health insurance policies except specialized plans and certain limited-benefit policies such as vision-only, dental-only, and Medicare supplement insurance.

No state reimbursement required to local agencies or school districts as costs relate only to changes in criminal penalties under the Knox-Keene Health Care Service Plan Act.
