Requires the State Water Resources Control Board to develop and adopt regulations by January 1, 2012 for a manifest system to track transportation of interceptor and trap grease from pickup to final destination.

Establishes the Interceptor and Trap Grease Manifest Fund to collect and expend fees from interceptor and trap grease haulers sufficient to cover implementation costs of the manifest tracking system.

Defines "interceptor and trap grease" as grease principally derived from food preparation, processing, or waste that is removed from grease traps or interceptors, distinct from inedible kitchen grease.

Requires transporters to compile and submit quarterly tracking documents to the state board showing pickup locations, quantities, dates, final disposition, and end use of interceptor and trap grease.

Adds violations of the interceptor and trap grease regulations to the grounds for suspension or revocation of registration certificates for inedible kitchen grease transporters under Food and Agricultural Code Section 19314.
