Authorizes the Department of General Services to direct all state agencies to establish a goal of 25% small business participation in state procurements and contracts, effective July 1, 2011.

Requires state agencies that receive this direction to implement procurement processes to meet the 25% goal and report annual small business participation statistics to the Director of General Services.

Empowers the Department of General Services to monitor agency progress toward the 25% goal and share individual agency performance data with the Office of Small Business Advocate, including corrective action plans.

Allows the Department of General Services to require agencies that fail to meet the annual 25% goal to submit implementation and corrective action plans annually until the goal is met, and to provide assistance through memoranda of understanding.

Directs the Department of General Services to establish policies in the State Administrative Manual and State Contracting Manual for agencies to use authorized contracting procedures with small businesses and to actively promote small business certification.
