Requires every heritage school (supplementary schools serving children ages 4 years 9 months to 18 that teach foreign languages and foreign culture) to register annually with the Superintendent of Public Instruction by January 31, starting in 2011, filing an electronic form under penalty of perjury with specified information and a registration fee.

Mandates background checks through the Department of Justice for employees of contractors providing services to heritage schools (janitorial, grounds maintenance, food services, transportation, administrative) who may have contact with pupils, with similar criminal history restrictions applied to public school employees.

Requires heritage school directors to complete at least 15 hours of health and safety training including pediatric first aid, CPR, and preventive health practices, and requires all employees and volunteers to pass health screenings including tuberculosis tests.

Establishes that heritage schools are exempt from child care licensure by the State Department of Social Services but must notify parents that attendance does not satisfy California's compulsory education requirements.

Establishes the Heritage Enrichment Resource Fund to be funded by registration fees collected from heritage schools, with funds available for departmental implementation of these requirements upon legislative appropriation.
