Requires the Governor and California Legislature members to file online reports within 24 hours of receiving contributions exceeding $1,000 during specified budget and legislative periods, effective January 1, 2011

Establishes three contribution reporting periods: (1) from May Finance Director estimate through Budget Bill enactment; (2) 15 days before end-of-year legislative recess or September 1 in second year of session; (3) 30 days following legislative recess or September 1 for Governor only

Mandates the Fair Political Practices Commission issue an annual reporting calendar by January 15 each year detailing the specific reporting periods

Exempts contributions already required to be reported within 24 hours under other law from duplicate reporting under this section

Declares the bill furthers purposes of the Political Reform Act of 1974 and takes effect immediately as an urgency statute
