Extends record inspection and copying rights to nonprofit entities that provide services to common interest developments under a declaration of trust, in addition to associations and community service organizations.

Requires associations and qualifying nonprofit entities to provide prospective purchasers with specified documents prior to transfer of title, including governing documents, financial disclosures, assessment information, and violation notices.

Prohibits associations and community service organizations from imposing transfer fees except for actual costs to change records and reasonable fees for providing requested information, with limited exceptions for environmental mitigation entities established before February 20, 2003.

Establishes timeframes for providing association records: current fiscal year records within 10 business days, previous two fiscal years within 30 calendar days, with penalties up to $500 for unreasonable denial of access and recovery of attorney's fees for prevailing members.

Allows associations to withhold or redact information from records to prevent identity theft, fraud, privacy violations, or to protect privileged communications, except compensation information which must be disclosed by job classification rather than individual name.
