Makes consumers from any regional center eligible to receive temporary intensive behavioral intervention services at Sonoma Developmental Center through existing behavioral treatment units in circumstances where immediate action is needed (consumer is danger to self/others or has pending hearing under Section 6506).

Requires regional centers to determine whether to provide these services and requires a review by both the regional center and Sonoma Developmental Center if a consumer remains longer than 6 months.

Designates consumers receiving these services as temporary residents and prohibits them from remaining at the center for more than 6 months without a review.

Requires administration costs to be funded through existing department resources with no additional General Fund appropriation.

Finds that special legislation is necessary for Sonoma County due to unique circumstances that prevent application of general law.
