Amends Penal Code Section 2807 to allow the Department of Corrections and Rehabilitation to contract with private entities or other public agencies for locally produced perishable goods at lower prices than Prison Industry Authority products.

Restriction on purchasing alternatives applies only to facilities located in counties with a population of 50,000 or less.

Exemption from standard Prison Industry Authority purchasing requirements does not restrict state agencies' ability to source perishable goods competitively in eligible counties.

Maintains existing requirements that state agencies make maximum utilization of Prison Industry Authority products and consult with the authority for product development and adaptation, except where the county population exemption applies.
