Establishes a 9-member Rendering Industry Advisory Board appointed by the Secretary of Food and Agriculture, consisting of 7 licensed industry members and 2 public members.

Requires at least one industry member to have experience in alternative uses of rendered products such as energy, alternative fuels, and lubricants.

Specifies public members must have expertise in water quality, publicly owned treatment works, water infrastructure, or law enforcement.

Grants the board authority to make recommendations to the secretary on regulations, licensing fees, personnel matters, equipment acquisition, and inspection and enforcement programs.

Requires the secretary to respond within 30 days to board recommendations, either accepting them or providing written reasons for rejection if not found practicable or in the public interest.
