Establishes one-stop voting allowing eligible persons to register and immediately vote on election day or any time prior to election day when ballots may be cast.

Requires one-stop voters to present proof of identity and current residence, complete a voter registration affidavit, and be verified through the VoteCal statewide voter registration database to vote by regular ballot; otherwise voters cast provisional ballots.

Mandates one-stop voting availability at every permanent county elections official office beginning January 1 following VoteCal implementation, with a separate dedicated area and at least one trained precinct board member at each location.

Requires county elections officials to compile an index of one-stop voters, review for duplicate registrations after the official canvass, send voter notification forms to successfully registered voters, and notify district attorneys and Secretary of State of suspected fraudulent voting.

Authorizes the Secretary of State to adopt regulations for uniform implementation and provides for state reimbursement of local mandate costs.
