Authorizes the Director of Conservation to make grants from sources other than the California Farmland Conservancy Program Fund for agricultural conservation easement acquisition, subject to legislative appropriation.

Requires funded easements to maintain primary purpose of continuing agricultural use and prohibits restrictions that substantially prevent agricultural uses on the property.

Restricts any use limitations to non-cultivated areas of the property and allows continued commercial cultivation if the land meets original funding source requirements with minimum necessary restrictions.

Establishes the Farm, Ranch, and Watershed Account within the Soil and Conservation Fund as the funding source for grants authorized under this provision.

Requires that any subsequent easements or deed restrictions on the property be subordinate to the agricultural conservation easement and obtain director approval.
