Requires the Board of Governors of the California Community Colleges to adopt a plan for promoting and improving student success and establish a taskforce to examine best practices and effective models for accomplishing student success.

Taskforce must develop recommendations focusing on assessment measures, statutory barriers, best practices for basic skills, alternative funding options, technology use, and models from other states to improve student success and completion.

Mandates the board to facilitate discussions with community college stakeholders and appropriate parties to gather input on taskforce findings and recommendations prior to presentation.

Requires the board to report the plan contents and taskforce recommendations to the Senate Committee on Education and Assembly Committee on Higher Education at a joint hearing on or before March 1, 2012.

Establishes legislative findings that only 24 percent of degree-seeking community college students complete a certificate, associate degree, or transfer within six years, and that current funding methods create no fiscal incentive for colleges to improve course completion rates.
