Requires the Legislature and Governor to develop a Master Plan for California Public Safety by December 31, 2011, with the objective of making the public safer and considering actions that may positively impact public safety.

Directs the Milton Marks "Little Hoover" Commission to identify and compile relevant public safety reports and make recommendations to the Legislature and Governor by March 31, 2011, to support development of the master plan.

Master plan shall address improving coordination between local, state, and federal public safety agencies; establishing best practices to reduce crime; requiring evidence-based actions; and identifying methods to obtain grants for public safety enhancement.

The requirement for the Commission's report submission is inoperative on March 31, 2015, pursuant to Section 10231.5.

Amends Government Code Section 8522.5 to assign the Little Hoover Commission responsibility for compiling public safety reports and recommendations.
