Restricts access to unlawful detainer court records in foreclosure cases involving residential property, allowing public access only after 60 days if judgment has been entered against all defendants following trial.

Requires plaintiffs in residential foreclosure unlawful detainer actions to include "Action based on Code of Civil Procedure Section 1161a" in the complaint caption.

Mandates that successors in interest in foreclosed residential properties attach a cover sheet to any notice of termination of tenancy served within one year after foreclosure sale, containing tenant rights information and legal resources.

Allows the cover sheet requirement to be satisfied by incorporating the notice text directly into the termination notice if it specifies an effective date of at least 90 days after service.

Repeals the cover sheet requirement on January 1, 2013, unless extended by subsequent legislation.
