Appropriates $20,000,000 from the Enhanced Fleet Modernization Subaccount to the State Air Resources Board for grants to owners of on-road heavy-duty diesel-fueled motor vehicles servicing ports and railyards to purchase compliance equipment under California drayage truck regulations.

Restricts grant eligibility to owners of three or fewer heavy-duty diesel vehicles and requires equipment to meet 2007 model year or newer engine emissions standards under Section 2027 of Title 13 of the California Code of Regulations.

Distributes funding geographically across trade corridors: 55% to Los Angeles/Inland Empire region, 25% to Central Valley, 14% to Bay Area, and 6% to San Diego/border region.

Requires any unexpended moneys to revert to the Enhanced Fleet Modernization Subaccount, with all provisions repealing on January 1, 2013.

Takes effect immediately as an urgency statute.
