Requires all California schoolsites to adopt integrated pest management programs consistent with state standards, effective January 1, 2014, excluding family day care homes and privately operated child care facilities.

Increases the pesticide mill assessment rate beginning January 1, 2012, with additional fees to reimburse the Department of Pesticide Regulation, local agencies, and school districts for costs of implementing integrated pest management programs.

Directs the Department of Pesticide Regulation to establish model integrated pest management program guidelines for schoolsites, including requirements for IPM policies, coordinator training, pest monitoring, community notification standards, and recordkeeping.

Requires the Department of Pesticide Regulation to promote voluntary adoption of integrated pest management programs at child day care facilities through modified educational materials and support.

Establishes state mandate reimbursement procedures for local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs.
