Changes recycled water reporting requirements for condominium projects to require agencies to file reports with the State Department of Public Health instead of regional boards for indoor recycled water use.

Modifies CEQA timelines so that actions challenging water board decisions commence upon completion of state board review or reconsideration, rather than at initial decision.

Updates numerous cross-references throughout the Water Code, repeals obsolete provisions, and makes technical clarifications to water quality control statutes.
