Requires records and documents for treatment and rehabilitation services to be retained for 3 years from the date of last service and kept confidential, not subject to discovery or subpoena unless otherwise provided by law.

Mandates healing arts boards to order licensees to cease practice if they test positive for any prohibited substance under probation or diversion program terms.

Authorizes healing arts boards to adopt regulations allowing cease practice orders for major violations and when ordering clinical diagnostic evaluations for licensees on probation or in diversion programs.

Specifies that cease practice orders are not governed by Government Code administrative procedure requirements and do not constitute disciplinary action.

Exempts the Board of Registered Nursing from these provisions.
