Establishes the Future Sustainable Communities Pilot Project to help cities and counties update their general plans to address disadvantaged unincorporated communities (defined as fringe, island, or legacy communities with median household income at or below 80% of statewide median).

Authorizes cities and counties with disadvantaged unincorporated communities inside or near their boundaries to apply to the Strategic Growth Council for financial assistance to update their general plans.

Requires the Strategic Growth Council to select 5 cities and 5 counties to receive funding for general plan updates that address infrastructure gaps, sustainable development, affordable housing, transportation, and greenhouse gas emission reductions.

Mandates that updated general plans include identification and mapping of disadvantaged communities, analysis of infrastructure deficiencies (sewer, water, roads, drainage, sidewalks, lighting), current programs to address conditions, specific quantified goals, and flexible implementation measures.

Requires cities and counties receiving assistance to make diligent efforts to involve public members, including residents of the disadvantaged unincorporated communities, in preparing and updating their general plans.
